The Short Answer
Most advice for this problem tells you to update Acrobat or restart it. That almost never helps, because the block is usually in the document rather than the application.

This is the most common case by far. Scanned paper, a faxed page, an old export — these are flat images. There are no interactive fields, so Acrobat has nothing to switch on and the tools stay inert.
The important thing here is that nothing is wrong. The document was simply never built to be filled in. You do not need to repair it or convert it. You need a tool that lets you drop a signature onto the page wherever you want, which works regardless of whether fields exist.
Reason 2: The Author Restricted It
PDFs can carry permissions that forbid modification, form filling or signing. Acrobat honours them by disabling the controls, usually without saying so plainly.
Look for a padlock in the document properties. If restrictions are set and you have the owner password, remove them with the PDF Password Remover first. If you do not have it, the person who sent the file has to send an unrestricted version — that is the whole point of the restriction.
Reason 3: It Is Already Signed or Certified
Once a document carries a digital signature, changing it invalidates that signature. If the author certified the document with no changes permitted, everything is locked.

The dull one, and worth checking before the others. A file marked read-only by the operating system, opened from inside a zip archive, or sitting in a synced folder that has locked it, cannot be written to at all.
